Lynne M. Carbone

Lynne Carbone is President of Lynne Carbone & Associates, Inc., an organization and management consulting firm established in 1989 and based in Bethesda, Maryland.  Ms. Carbone has been consulting to public and private sector organizations since 1980.  She began her career in the Federal Government as a Presidential Management Intern where she had staff and management assignments in 4 different agencies.  Prior to government service, she taught Spanish at the secondary school level.  She is bilingual in Spanish and holds a Masters degree in Public Administration.

Ms. Carbone is noted for her energetic presence in any room.  Her enthusiasm and experience provide an atmosphere for turning problems and challenges into opportunities.  Drawing from more than 25 years of experience, she has developed a unique approach in helping organizations develop and maintain a competitive advantage.  She is committed to individualized attention, value-added results and high customer satisfaction on each and every consultation.

Susan K. Finn, PMP
A dynamic facilitator, compelling communicator, and action-oriented strategic planner, Susan is globally certified in project management and a 20-year veteran lobbyist at the state and federal level. She has an impressive track record of success as a strategic advisor to senior leaders in nonprofit organizations, government, and corporations. She has led over 20 strategic planning sessions/senior management seminars and retreats that integrate a practical and seasoned understanding of strategic planning, internal and external communications, and public and government relations. She has also advised clients in the private and public sector clients on strategic organizational planning.

Katherine A. Friedman, M.S.W (Based in Seattle, WA)
Katherine is an organizational development consultant with extensive experience working with senior and mid-level managers. She has created and facilitated change programs within large organizations to enhance operational effectiveness, team development, personal growth, communication skills and relationship building. She holds a Masters in Social Work from the University of Washington. Her expertise is in strengthening relationships and communication in highly conflicted work teams. She intervenes with unions, management, and staff to build trust and effective work processes. She has been recognized by a former client for "leadership and innovation in creating a highly successful organizational change program".

Phillip Heller, Ph.D (Based in Seattle, WA)
An Independent educator, applied social systems researcher and human resource development consultant, Phillip has been working in adult education for 23 years. He holds a Ph.D in Education from Michigan State University. His academic specialization was in learning and problem solving and he has pursued training in group dynamics and communication training (T-Group, Tavistock, Empathy and Crisis Intervention, and Gestalt Therapy). He has published several articles on management and education. Philip has experience with human resource planning, restructuring, intergroup and interpersonal conflict resolution. He designs and facilitates management development workshops and team retreats. Phil has worked with LCA for 10 years and is very familiar with NOAA and its challenges.

Jamie Hawkins
Jamison Hawkins provides customized consulting services and leadership training to help organizations become resilient, progressive, and eager to face future challenges. Through facilitation and tailored inquiry, Jamie generates objective insights into restructuring, planning and implementation, and the impacts of corporate culture on business decisions. A former senior Executive, Jamie's career accomplishments include 15 years as a manager leading teams with from five to over a thousand employees. At the peak of his 26-year career he served in the National Ocean Service as Deputy Assistant Administrator and chief operating officer, overseeing the organization's myriad programs, 1200 employees, and a $600+ Million appropriation. Under early retirement authority at age 49, he departed federal service to develop his management consulting business.

John Miglarese
John Miglarese provides a range of organization and management consultation to a number of LCA, Inc. clients. His particular expertise is in using a systems approach to problem solving and operating practices. His own consulting practice includes work in government relations, policy guidance and federal/state relationship building. After he retired from USCG (res) where he conducted search and rescue, port security and contingency planning, he was on the faculty of the Emergency Management Institute for the National Emergency Training Center in Emmitsburg, MD. He has published in both the technical and policy literature. He graduated from University of South Carolina with a B.S. in biology and completed his M.A. in Business and holds a Ph.D in Public Administration. He was a field biologist at the Marine Resources Division for 12 years.

Alfred Miller, Ph.D (Based in Palm Coast, Florida)
Dr. Miller has extensive experience in both government and industry focused on the human side of the organization. As Ph.D psychologist, Dr. Miller designs and administers off the shelf or tailored employee attitude surveys and 360 degree management feedback systems. He prepares individualized reports and conducts workshops to ensure useful application of the information received from the surveys. Dr. Miller also delivers highly effective stress management workshops designed to improve personal productivity, health and psychological well-being. He has taught graduate level courses at University of Bridgeport and founded the Institute for Cognitive Development and Career Management Resources, Inc. He resides in Palm Coast, Florida.

John Riordan
John Riordan has developed and delivered tailored programs and strategic planning sessions for federal, private, and non-profit clients over the last 5 years. He has envisioned, co-founded and directed an outstanding character-transforming boarding school community for young adults in rural Uganda during an eight year period, with 125 highly successful graduates to date. He is one of the instructors at NASA's Leadership Development Program as a part of Excellence in Government. He has directed numerous leadership, team building, conflict resolution, and leadership coaching sessions. John has worked extensively for a number of NOAA clients though LCA, Inc. over the last 4 years. He holds B.A. in Public Policy and M.A. in Educational Management and is a full time Associate of Cindy Zook.

Yumiko Ito
Yumiko Ito has been with LCA, Inc. for three years, and is our newest addition to our consultant team. She has recently completed Graduate Certificate program at Georgetown University in Organizational Development. She has been trained in MBTI and effective facilitation and particularly specialized in human resource management/diversity training, qualitative/quantitative research, including survey analysis, executive coaching and meeting/workshop designs. Her familiarity with behavioral science (B.A. in Law/Public Administration, Post Graduate work in Sociology and Communications) and experience with the variety of LCA's client systems has been a great asset for our team in delivering high quality consulting services to our clients.

Cindy Zook
Cindy is an independent consultant to public and private sector agencies and corporations. Her clients include organizations such as NASA's Goddard Space Flight Center, the Federal Aviation Administration, and the aviation industry, the World Bank and Herman Miller, Inc. Cindy designs and delivers strategic and operational planning, team-building, executive coaching and organizational transformation and renewal programs for senior executives and management teams. She has been an Associate and worked with Lynne Carbone on NOAA contracts for 10 years and has extensive knowledge and appreciation for NOAA's missions, challenges and community.
